Summary This vacancy is for a SURVEY STATISTICIAN position in the Associate Director for Demographic Programs located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other SURVEY STATISTICIAN, 1530-11/12, FPL GS-12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Responsibilities Conduct various censuses and surveys that produce data about the American people and the economy. Apply statistical theories, techniques, and methods to the full range of statistical studies, projects, and programs. Conduct research to evaluate data quality and verify the validity of data. Review and analyze survey data using statistical techniques and statistical software. Develop data collection specifications, processing requirements, and survey documentation. Build, and maintain schedules that govern data content, collections, dissemination, instrument design, analysis, and/or modification of system designs. Requirements Conditions of Employment Qualifications Minimum Education Requirement: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR A combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. AND Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-9 in the Federal service. Experience for this position includes: Providing technical advice, instruction, and training; Reviewing and analyzing data using statistical techniques and statistical software such as SAS, R or Python; Assisting with questionnaire design, instrument development and testing for automated and/web data collection instruments; Writing procedures, documentation, and/or training guides for data collection practices; and collecting, processing, and analyzing data to lead and coordinate simultaneous projects. OR Education: 3 full years of progressively higher level graduate education leading to a doctoral degree or you have a Ph.D. degree or equivalent doctoral degree. Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: Providing technical advice, instruction, and training; Reviewing and analyzing data using statistical techniques and statistical software such as SAS, R or Python; Questionnaire design, instrument development and testing for automated and web data collection instruments; Writing procedures; documentation, and/or training guides for data collection practices; Conducting research to evaluate data quality and verify validity of data; and collecting, processing, and analyzing data to lead and coordinate simultaneous projects. Education: Education cannot be substituted at this level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer. Education Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. The renovations will be completed this summer and Reentry orientations will commence on a rolling basis by floor availability. After Reentry Orientation you will be expected to work from your duty station and at that time, you may be eligible to continue to telework up to 8 days a pay period depending on your respective work schedule with approval from your supervisor.
