Summary This position is located in the Health Resources and Services Administration, Office of the Administrator, Office of Civil Rights, Diversity & Inclusion. The duty location for this position is in Rockville, MD and is not eligible for remote work. Responsibilities As an Equal Employment Opportunity (EEO) Specialist, you will assist in developing and recommending policies and procedures related to multiple complex EEO topics for all of HRSA. Specifically, you will: Obtain appropriate medical documentation from requesters of Reasonable Accommodation for internal review and/or review by the Federal Occupational Health (FOH). Maintain Reasonable Accommodation requests, Accessibility requests, and medical documentation in a confidential and secure manner at all times. Process requests for Reasonable Accommodation and/or Accessibility pursuant to the Executive Orders, EEOC's guidance, the Rehabilitation Act, and the American with Disabilities Amendments Act to established case precedent. Apply both HHS and HRSA standard operating procedures and Reasonable Accommodation Policy and Procedures. Process Reasonable Accommodation and/or Accessibility requests and draft coherent correspondences. Assist with coordination of the Disability Service Programs (e.g., Personal Assistant Services, Sign Language Interpreting Services, Workplace Assistant Services) to track and draft various requests. Support activities of OCRDI's Accessibility Program to include training on reasonable accommodations and other Federal sector disability programs. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-11: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: In order to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-9 level include the following types of tasks performed on a regular and recurring basis: 1. Reviewing requests for federal reasonable accommodations for accuracy and completeness, and documenting next steps required within the process. AND 2. Providing guidance to employees, managers and supervisors on the federal reasonable accommodation application and approval process. AND 3. Gathering and compiling data and information needed for federally mandated reporting on an organization's reasonable accommodation program activities. OR EDUCATION: Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study or other field of study with course work directly related to the work of this position. OR COMBINATION OF EDUCATION AND EXPREINCE: Have an equivalent combination of the above specialized experience AND higher-level graduate education that meets 100% of the qualification requirements for this position. Processing requests for reasonable accommodations in accordance with federal EEO policy and regulations. AND 2. Resolving complex situations involving disagreements between requestors and deciding officials which occurs during the reasonable accommodations process. AND 3. Identifying and analyzing triggers and barriers to federal equal employment opportunity for individuals with disabilities and develop concrete action plans to eliminate identified barriers. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge. PROGRAM MANAGEMENT - Designs, implements, and manages multiple or ongoing programs/projects, and directs the related resources, personnel, and activities. TRAINING - Seeks, develops, and delivers useful, relevant training for growth or performance enhancement.
