The Missile Defense Agency (MDA) Program Division is seeking a technically proficient and operationally oriented Principal Defense Systems Engineer with experience leading Digital Transformation efforts for large defense programs to contribute to an enterprise transformation opportunity for our Aegis Ballistic Missile Defense sponsor. The candidate selected will work closely with government senior leadership in Dahlgren, VA and be responsible for maintaining the technical quality of products and deliverables, supporting the Project Leader for strategic work-shaping, and aiding in sponsor relationship management.

As a key contributor within the MDA work program, the individual selected will provide the Program Office, vendors, other FFRDC/UARC partners, and MITRE with implementation guidance for the Digital Transformation Effort, spanning programmatic, technical, acquisition, and sustainment functional areas, enabling the sponsor to accelerate acquisition and improve readiness of the Aegis BMD high velocity and high integrity weapon system.

Job Responsibilities:

  • Lead development and execution of the Digital Transformation plan encompassing all programmatic, technical, acquisition, and sustainment processes within the Program Office.

  • Lead facilitation sessions to develop Digital Transformation objectives, goals, and metrics.

  • Recommend required cultural, organizational, training, infrastructure, and software applications needed to meet Digital Transformation objectives.

  • Determine how the transition to digital products, tools, and processes will enable cross-functional teams to analyze complex systems-of-systems to provide actionable recommendations to the sponsor.

  • Determine how the transition to digital products, tools, and processes will support evaluating and comparing alternative architectures using qualitative and quantitative techniques; exploring trade spaces; and defining capability and interoperability gaps, overlaps, opportunities, and constraints.

  • Lead data discovery, standardization, and management activities related to Digital Transformation.

  • Determine how to develop the required digital infrastructure, applications, servers and digital connections to support digital product development and use.

  • Contribute to the development of a roadmap to implement MDA’s Digital Transformation vision and goals through alignment of efforts across a broad stakeholder base.

  • Ability to provide Digital Transformation briefings to senior MDA leaders and provide training in Digital Transformation topics.

  • Lead a multidisciplinary team to contribute to high-impact solutions.

  • Collaborate across the corporation, with academia, industry, FFRDCs/UARCs and government to develop and bring the best solutions to our sponsors.

  • Ensure that MITRE is continuously and effectively leveraging staff, capabilities, and investments from across the corporation to maximize impact to the Aegis BMD Program.

Required Qualifications:

  • Requires a minimum of 10 years of related experience with a Bachelor’s degree in Software Engineering, Systems Engineering, or related fields of study; or 8 years and a Master’s degree; or a 5 PhD with relevant experience; or equivalent combination of related education and work experience

  • Demonstrated commitment to continuous learning, innovation, and engineering excellence.

  • Demonstrated ability and experience leading Digital Transformation efforts.

  • Familiarity with product lifecycle, trade studies, requirements, and interface definitions and the DoD Acquisition Process.

  • Interest in complex multi-disciplinary problems and ability to work with colleagues across engineering domains.

  • Proven ability to work independently to learn new technologies, techniques, processes, software languages, platforms, and systems

  • Strong communication (verbal, written, and presentation) and interpersonal skills to interact with technical peers and government sponsors

  • Self-starter and effective time management skills.

  • Ability to lead technical team, directing tasks (in coordination with the Project Leader) to ensure timely, effective sponsor impact.

  • Active Secret clearance with the ability to obtain and maintain a TS/SCI clearance.

Preferred Qualifications:

  • Demonstrated ability and experience leading multiple Digital Transformation efforts, spanning different domains and types of industries.

  • Expertise in data management, data standardization, and development of digital products required for effective leadership decision making.

  • Expertise in merging data from multiple sources spanning a program office to build dashboards.

  • Familiarity with Agile software development practices and methods.

  • Deep technical experience in at least one of the following domains: Software Engineering, Systems Engineering, Air and Missile Defense, Naval Ship and Defense System Design, Naval systems test and evaluation, Naval systems sustainment.

  • Experience leading technical teams to deliver positive impact to a sponsor.

  • Familiarity with the related missions in the following agencies: Missile Defense Agency (MDA), Naval Sea Systems Command (NAVSEA), Naval Information Warfare Command (NIWC), PEO Integrated Weapon Systems (PEO IWS), and PEO Command, Control, Communication, Computers and Intelligence (PEO C4I)

  • Familiarity with related initiatives within MDA and Navy: MDA Digital Transformation, Project OVERMATCH, FORGE & OVERMATCH Software Armory (OSA)

  • Reside locally or within 50 miles of Dahlgren, VA

  • Active TS/SCI level security clearance with SAP eligibility
