Responsibilities You will develop, or manage development, of complete working drawings and specifications for design bid build projects, and development of Request for Proposals (RFPs) for design build projects. You will be responsible for providing design support prior to construction award and providing the successful management of any and all post-award aspects of the construction portion for the projects assigned. You will develop new solutions for assigned facility projects where solutions from previous facility projects cannot be used, prove inefficient or not cost-effective. You will investigate and recommends corrective measures for difficulties or failures in existing structural conditions for Navy shore facilities. You will serve as part of the Source Selection Technical Evaluation Panels (TEP) supporting the acquisition process. Requirements Conditions of Employment Qualifications This position has a Selective Placement Factor for the GS-13 grade level that will be used to screen out ineligible candidates. The selective placement factor is: Current registration as a Professional Engineer (PE) by any State in the U.S., the District of Columbia, Guam, or Puerto Rico is required. NOTE: You must submit a copy of your registration with your application to be considered for this position. GS-13- In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing engineering drawings, technical specifications and studies for the structural portion of large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects; 2) Resolving civil engineering construction and design issues encountered during the performance of facilities contracts; 3) Performing field investigations to verify and document existing structural conditions as a basis for the design of facility projects; 4) Managing engineering facilities projects from cradle to grave with adherence to budget, schedule and quality standards; 5) Reviewing facilities construction submittals for conformance to the requirements of structural engineering contract drawings / specification. Specialized experience must demonstrate the following: 1) Developing structural engineering design documents, (i.e. drawings, specifications & basis of designs) for new construction and renovation projects; 2) Preparing structural engineering calculations in support of structural engineering designs for new construction and renovation projects; 3) Developing design drawings via computer aided drafting software including, but not limited to Foundation Plans, Floor and Roof Framing Plans, Elevations, Sections and Details for diverse building systems and types; and 4) Prepares outlines of services, scopes of work, government construction estimates and engineering fee estimates for work to be performed under Architect-Engineer (A&E) contracts; 5) Makes field trips to Navy shore facility project sites during scoping, design, and construction to inspect existing conditions. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
