Responsibilities You will serve as a Contracting Officer's Representative (COR) responsible for assisting customers in the development of contracts based on technical input. You will serve as a team leader who will train and mentor other Department CORs, and serve as a POC for the M Department COR community of practice. You will coordinate responses from other CORs to compile, prepare and provide Department level briefing to review overall contract status and issues. You will develop and coordinate the contracting strategy with a contract specialist, the technical acquisition specialist, program office, and financial office personnel. You will develop Justifications and Authorizations for other than Open Competition, review the Statement of Work, draft Determination and Findings, and other documentation or approvals to support the contracting process. You will support a manufacturing organization. You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating the execution of contracts (e.g., large service contracting, simplified acquisition process, procurement request process, appropriations) to ensure compliance with financial and technical requirements for an acquisitions program. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. This announcement uses the Direct Hire STRL Mission Support authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is located in the Manufacturing Project Office, Execution Team (MPE). The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $153,354). This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
