EYA Land Development Purchasing Manager in Bethesda, Maryland

Position Summary:

EYA, an award-winning residential builder/developer, is seeking a Land Development Purchasing Manager to support the procurement of our production townhome product in the Washington Metropolitan Area. Responsibilities include budgeting, bidding, and contracting multiple land development construction trades for various residential projects, change management, and field coordination. Advanced knowledge of land development operations and processes is required.

Responsibilities:

  • Manage and develop the land development purchasing budget for all land development work , from stakeout through final asphalt. 

  • Provide cost information during the design/plan development process.

  • Responsible for bidding, vetting, and negotiating contracts with land development partners and consultants.

  • Prepare and distribute bid packages to eligible contractors.

  • Vet bid submissions, prepare bid analysis packages, and make contractor selection recommendations.

  • Prepare contracts and change orders.

  • Responsible for reviewing land development track change orders for accuracy, versus contracts and scope adherence.

  • Distribute and communicate construction document changes to subcontractors, review and negotiate change orders and update internal systems.

  • Establish and maintain relationships with various land development contractors and suppliers.

  • Maintain strong relationships with vendors, ensuring timely delivery of materials.

  • Manage potential contractor/supplier disputes.

  • Collaborate with land development managers, engineers, and consultants to ensure clear scopes of work and minimize change order occurrences and budget variance.

  • Coordinate with field employees and other departments to monitor contract completion and resolve potential issues.

  • Engage with Engineering and Pre-construction teams in detailed plan review, value engineering land development efforts, and analysis.

    Qualifications:

  • Minimum of 3-5 years’ experience in residential construction and/or land development estimating, including cost development.

  • Knowledge of Land Development operations and processes, including local market knowledge (MD, VA, and DC).

  • Bachelor degree (or equivalent experience) in relevant field is preferred.

  • Proficient in Microsoft Word, Excel, Office 365 . Mark Systems and Procore proficiency preferred.

  • Exceptional attention to detail, planning, and organizational skills.

  • Excellent written and verbal communication skills including the ability to keep detailed documentation.

  • Self-direction, tact, diplomacy and a clear, courteous and professional manner.

  • Ability to manage multiple projects at one time.

  • Innovative and receptive to change.
