Summary The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability. Responsibilities The Intelligence Advanced Research Projects Activity (IARPA) is an activity within ODNI, aligned to P&C. IARPA invests in high risk /high-payoff research programs that have the potential to provide our nation with an overwhelming intelligence advantage over future adversaries. IARPA addresses cross-agency challenges, leverages expertise from across the IC, and works transition strategies and plans with other IC partners. IARPA is seeking a highly organized, detail-oriented, versatile senior officer to serve as the Chief of Staff (CoS), which is a key part of the IARPA leadership team. In this role, the Chief of Staff, will plan, manage, and implement resources and activities in support of the Office of the Director of National Intelligence (ODNI), Intelligence Advanced Research Projects Activity (IARPA). Responsibilities include human resources, and facilities planning; tactical execution of resources, and management of operational activities impacting the function and mission of the activity. The CoS manages the front office executive support functions, which is an essential element in ensuring the success of IARPA. This position provides a broadening experience for line officers or growth opportunities for any occupation. With IARPA's dynamic mission and a workforce with diverse skillsets and experiences from industry, other Government agencies, and the IC, applicants must possess strong interpersonal and organizational skills, an ability to multi-task, and superb written and verbal communication skills. Other responsibilities crucial to success include but are not limited to: Oversee, manage, and lead the daily operations of IARPA and collaborate with leadership to ensure strategic alignment with the mission, goals, and objectives of the ODNI. Lead, manage, and oversee personnel, training, facilities, equipment, and logistics to foster successful achievement of the organization's mission. Oversee and facilitate human resources planning and personnel actions and work closely with ODNI/Human Resources (HR) to plan, implement, and monitor actions and new HR initiatives. Manage and coordinate tasking responses, work activities, assignments, and projects internal to the organization, within the ODNI, and across the IC, ensuring the effective completion of initiatives and requirements. Manage corporate communications ensuring workforce awareness of IC, ODNI, and organizational programs, initiatives, requirements, training, and other opportunities; facilitate two-way communications between workforce and leadership. Liaise and maintain effective working relationships with other ODNI Chiefs of Staffs, Policy & Capabilities components, and within the organization to address issues that span multiple mission or program areas. Manage and execute internal business management processes for the organization; ensure management and staff are kept abreast of emerging developments. Telework is available for this position. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Qualifications Superior organizational, managerial, and leadership skills, including the ability to establish goals, manage competing priorities and a variety of workflows under the pressure of short deadlines with minimal guidance. Prior experience with providing timely and effective management of action items using ODNI or other IC enterprise tasking mechanisms. *Superior oral and written communication skills, including the ability to clearly convey complex information to audiences of all levels. Superior ability to work effectively with teams, build and sustain professional relationships, exert influence effectively at all levels across the IC. Superior ability to effectively plan, organize, schedule, and prioritize the workload to support the daily operations of IARPA. A record of excellent judgment, discretion, maturity, and personal integrity An understanding of human resource policies and how they apply to hiring, panels, and personnel management actions Superior ability to coordinate, network, and communicate across the ODNI, IC and U.S. Government agencies. Lead and guide senior and expert staff members. Serves as a first line supervisor. Set priorities, goals, and deadlines, and make final determinations on how to plan and accomplish work. Works independently with broad lateral guidance by senior management. Desired Requirements Previous management experience. Experience managing/overseeing the activities a mix of staff and contractors.
