University of Maryland, Baltimore Contracts and Grants Specialist OR Senior Specialist (Sign On Bonus) in Baltimore, Maryland

The University of Maryland School of Social Work (UMSSW) has an exciting opportunity for either a Contracts and Grants Specialist or Senior Specialist./The selected candidate’s title is commensurate with their education and experience./The selected candidate will independently provide pre-award coordination or management for sponsored funding, as well as appropriate post-award tasks outlined below. This role will coordinate or manage the grant process through development, review, and submission. The position will ensure UMSSW’s research administration goals and objectives are met while complying with university, federal, state, and sponsor rules and regulations. The selected candidate for this position is eligible for a sign-on bonus totaling a minimum of $3,000. Half of the bonus is payable within the first 30 days of hire and the remaining half is payable after successful completion of 12-month probationary period. The sign on bonus is eligible only to candidates new or returning to UMB. Exempt regular staff receive a generous leave package that includes over 4 weeks of vacation accrued each year, paid holidays, unlimited accrual of sick time, and comprehensive health insurance; professional learning and development programs; tuition remission for employees and their dependents at any University System of Maryland school; and flexible work schedules and teleworking options (if applicable per job). /This is a hybrid position and will require attendance on campus multiple days per week./ Contracts and Grants Specialist Duties /Pre-Award Administration/ * Acts as a point of contact and develops relationships with UMB parties, sponsors, and subcontractors. Safeguards the integrity of the grant or contract administration. * Provides contract and grant preparation review to understand requirements for the application process. Prepares guidelines for the submission. Develops a timeline to meet submission deadlines and a checklist of required documents. Generates the required document checklist for grant applications. * Assists with the proposal development activity to plan, track milestones, and ensure internal and external deadlines are met. * Maintains and tracks required training documents and ensures all parties are in compliance with regulations. * Manages and maintains the pre-award department’s internal tracking database using File Maker Pro. * Performs other related duties and special projects as assigned. /Post-Award Administration/ * Ensures the execution of awards and modifications. Tracks the status of assigned contractual agreements, confidentiality agreements, material transfer agreements, data use agreements, and other agreements as assigned. Follows up with Sponsored Programs Administration and/or sponsors to ensure progress on agreement negotiation and award set-up. * Processes temporary ID requests and notifies SSW accountants of award setup. * May initiate no-cost extensions. Works with peers in SSW-sponsored projects accounting to report personnel efforts for progress reports and Other Support pages. * Reviews applications for funding and processing. Prepares grant and contract budgets and applications in line with university and federal policy. * Works with management to identify priorities for gathering and processing documents and develops contract requirements containing quantifiable specifications and measurable performance criteria. * Coordinates the proposal development activity to plan, manage, and track milestones and ensure internal and external deadlines are met. * Increases and promotes institutional knowledge related to research grants and contracts administration and management. Remains current with industry-wide grant management trends and regulations. * Conceptualizes, develops, and provides ongoing in-service training to faculty and departmental support staff to ensure timely education and information related to research-related issues. * Assists faculty in budget development and planning, advising on the determination and computation of appropriate salary levels, percentages of effort, fringe-benefit rates, and indirect cost rates and bases. Ensures that all proper UMB officials have approved the proposed activity. * Reviews application forms, contract templates, correspondence, and selected agreements for appropriate presentation of compliance information. * Performs other related duties and special projects as assigned. Senior Contracts and Grants Specialist Duties /In addition to performing all duties listed under the description of Contracts & Grants Specialist, the C&G Senior Specialist also:/ * Provides contract and grant budgets and applications for complex grant and contract proposal portfolios. * Manages the proposal development activity to plan, manage, and track milestones and ensure internal and external deadlines are met. * Works closely with the director to streamline operations and ensure UMSSW’s policies and procedures incorporate the latest research administration updates. * Performs other related duties and special projects as assigned. Contracts & Grant Specialist:Bachelor's degree. Three (3) years of directly related accounting, budget, contract, grant, or research administration or coordination. Experience with federal (i.e., NIH, HRSA, SAMHSA, Dept. of Education, etc.) grant proposals. Financial disclosure reporting is required by the State of Maryland Ethics Commission. The completion of a 12-credit Research Administration graduate certificate program can be considered for the equivalent of one (1) year of relevant research administration work experience. Senior Contracts & Grants Specialist:Bachelor's degree. Five (5) years of directly related accounting, budget, contract, grant, or research administration or coordination. Experience with federal (i.e., NIH, HRSA, SAMHSA, Dept. of Education, etc.) grant proposals. Financial disclosure reporting is required by the State of Maryland Ethics Commission. The completion of a 12 credit Research Administration graduate certificate program can be considered for the equivalent of one (1) year of relevant research administration work experience. Preferred:Experience with relational databases, research administration shadow systems, and/or FileMaker Pro. Experience working with Maryland state agencies.
