The State Highway Administration's (SHA) Office of Highway Development, Plats and Surveys Division (Baltimore City) is recruiting for an Assistant Division Chief - Licensed Land Surveyor (Transportation Engineering Manager II) po sition . This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this SHA position or function only. You will need to reapply for any future recruitments conducted for this job classification.

Nature of work: This position serves as the Assistant Division Chief (ADC) for the Plats or Surveys Section within the Office of Highway Development (OHD). The ADC supervises and manages in-house survey crews, consultant survey crews, and Area Engineers in the activities necessary for collection of field survey data. This information is to be processed and provided to the SHA’s design production managers, the Plats Section, and consultant engineers for their use in the development of design studies, plans, acquisition plats, and other documents for transportation projects. The ADC administers the policies of the Plats and/or Surveys Sections and SHA. According to COMAR Real Property article 3-108, a plat must be signed and sealed by a licensed surveyor for the plat to be recorded. Therefore, this position requires registration as a Property Line Surveyor or Professional Land Surveyor in the state of Maryland. The ADC may sign and seal plats that are prepared by in-house staff under his/her responsible charge. This position will manage and direct the licensed plat team leaders and plat engineers in the development and preparation of various types of highway plats and other right of way documents to enable the SHA to acquire and dispose of right of way. Additionally, the ADC has professional knowledge and supervisory control of the field surveying crews and in-house area engineers performing data collection, metes and bounds, construction stakeout, and establishing control networks in the support of transportation projects and acquisition documents. Lastly, the incumbent will be responsible for recommendations and ensuring compliance with training, division guidelines, office procedures, and to make training and succession planning recommendations to the Division Chief.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Eight (8) years of experience in professional engineering, including one (1) year of supervisory or consultant management experience.

Selective Qualification: Four (4) years of experience in plat preparation or land surveying.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).

Preferred Qualification:

The ideal candidate should possess the following:

  • Good customer relations skills are imperative in this position due to the interaction with a wide variety of offices and functional areas and the public.

  • Good computer skills and knowledge of Microsoft Office Suite.

  • Ability to communicate effectively, both oral and written; and establish and maintain effective working relationships with customers, fellow employees, consultants, and the public.

  • Ability to interpret plans and specifications.

  • Knowledge of current survey tools, software, CADD, GPS and GIS are essential.

Notes:

  1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

  2. Possession of a master's degree in engineering may be substituted for one year of the non- supervisory experience.

  3. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements

Licenses & Certifications

  • Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.

  • Applicant must possess a current Maryland Property Line Surveyor license or a Maryland Professional Land Surveyor license and be in good standing with the Maryland Board for Professional Land Surveyors.

Special Requirements:

  • This position oversees operations of employees, consultants and projects statewide.

  • This may require overnight travel and or extended work hours by the ADC subject to SHA and Plats & Surveys policies and procedures to oversee and or manage resources and or projects.
